Parliamentary Committee Urges Review of Saglemi Housing Shareholding Agreement

Lawmakers want the Works and Housing Ministry to reassess key partnership terms as efforts continue to revive the stalled affordable housing project.

The Parliamentary Select Committee on Works and Housing has called on the Ministry of Works, Housing and Water Resources to reassess the shareholding agreement tied to the completion of the Saglemi Affordable Housing Project.

The committee made the recommendation during a meeting with officials from the ministry and other stakeholders as part of ongoing oversight of the project’s revival efforts.

According to the committee, revisiting the shareholding structure is necessary to ensure that the state’s interests are adequately protected as the government moves forward with plans to complete the long-delayed housing development.

Members of the committee emphasized the importance of transparency and accountability in the agreements guiding the project. They also urged the ministry to keep Parliament fully informed about any developments or revisions related to the deal.

The Saglemi Housing Project, launched to provide affordable homes to Ghanaians, has faced years of delays and controversies, including legal disputes and questions over financing arrangements. The project was originally expected to deliver thousands of housing units but stalled before completion.

Government officials have in recent months indicated that steps are being taken to revive the project through a joint venture arrangement with a selected developer. Authorities say the agreement is intended to help mobilize the resources needed to complete the remaining housing units and make them available to prospective homeowners.

The committee reiterated that any revised arrangement must prioritise value for money and the broader goal of addressing Ghana’s housing deficit. Members also encouraged continuous engagement with Parliament to ensure that the process remains transparent and aligned with national housing objectives.

The Saglemi project remains one of Ghana’s most closely watched public housing initiatives, with many hoping that renewed oversight and improved agreements will finally pave the way for its completion.
